In October 2014, the Foundation for Security and Development in Africa (FOSDA) commissioned a study to track the compliance on the ECOWAS Convention on Small Arms and Light Weapons in the coastal states of Ghana, Sierra Leone and Togo. The study report found that these countries had made progress and were at various compliance levels but warned that a number of legal, institutional and political challenges were still impacting negatively on the compliance process; and that if they were not addressed, the ECOWAS convention on SALW will not be able to control, regulate and prohibit the transfer, manufacture and possession of small arms and light weapons.
