On Wednesday, 20th August 2025, the Foundation for Security and Development in Africa (FOSDA), together with members of the Civil Society Advocacy Coalition on Women, Peace and Security (WPS), paid a working visit to the Ministry of Finance (MoF). The engagement was aimed at discussing sustainable financing pathways for Ghana’s National Action Plan (GHANAP 2) on United Nations Security Council Resolution (UNSCR) 1325.
The meeting brought together representatives from the Ministry of Finance, the Ministry of Gender, Children and Social Protection (MoGCSP), and civil society stakeholders. FOSDA presented key findings from its policy brief on financing GHANAP 2, highlighting the urgent need for predictable and sustainable domestic funding beyond donor support. According to the brief, full implementation of GHANAP 2 would have required an estimated GHS 341 million, underscoring the necessity of integrating WPS financing into Ghana’s national budget.

 

Discussions emphasized the central role of MoGCSP in coordinating WPS financing, with MoF playing a strong supporting role. Participants explored a range of options including establishing a dedicated budget line for WPS (similar to the Human Trafficking Fund), integrating WPS into gender-responsive budgeting, and creating innovative funding streams such as fines on domestic violence perpetrators and levies on selected products.
A strong consensus emerged around the need for strategic advocacy: shifting the narrative from focusing on budget figures to emphasizing the policy’s strategic importance. Stakeholders also recommended setting up a dedicated WPS Secretariat for the upcoming GHANAP 3 to ensure stronger institutional coordination and accountability.

 

The meeting concluded with a reaffirmation of government and civil society collaboration to secure sustainable resources for advancing Ghana’s WPS agenda. With the second generation of GHANAP nearing its end, this dialogue marked a critical step toward embedding WPS financing in the 2026–2029 budget cycle and ensuring continuity into GHANAP 3.
