The Foundation for Security and Development in Africa (FOSDA) in collaboration with the Ashanti and Northern Regional Youth Networks conducted monitoring of 15 TVET facilities in Greater Accra, Ashanti and Northern Regions of Ghana to ascertain the implementation of the Free TVET policy so far. The Government of Ghana has since the enactment of the Pre-tertiary Education Act 2020 (Act 1049) realigned all technical and vocation schools under the Ministry of Education and subsequently onto the Computerised Schools Selection Placement System (CSSPS) as beneficiary schools of the Free SHS Policy. This move has led to the record enrolment of 44,000 students into 186 Technical and Vocational schools for the 2022/23 academic year.
Our monitoring exercise focused on general observations of the impact of the change on the schools and the students, some concerns and recommendation of stakeholders. The report also highlights some challenges experienced on the field.
