FOSDA joins the Cluster Munitions Coalition (CMC) and the United State chapter of the CMC (USCMC) to condemn plans of the USA to transfer the internationally banned Cluster Munitions to Ukraine. We are appalled by this decision based on the indiscriminate targeting of both civilians and military and the unacceptable risk of harm it poses to civilians. We urge the United States, as well as Russia and Ukraine, to join the Cluster Munition Convention as soon as possible to guarantee protection of civilians and respect for international humanitarian law.
“The decision to transfer cluster munitions disrupts global consensus against them. These weapons have a persistent record of high failure rates. They have claimed thousands of civilian casualties during and after in numerous wars since the United States’ widespread use in Southeast Asia. A total of 123 countries have prohibited cluster munitions by signing or ratifying the Convention on Cluster Munitions, which bans the use, production, transfer, and stockpiling of these deadly weapons. That includes the vast majority of NATO member states.”
